How do I resize an image to exactly 20KB?

Why is my compressed size slightly under 20KB?
We target exactly under 20KB (20,480 bytes) to guarantee that the portal will accept your upload. Going slightly over (e.g. 20.1KB) could cause the validation script of the portal to reject your upload, so our tool ensures it is safely below the limit.
